prospects and to the general peace. Now that the Northern

Expedition has won repeated successes, all classes of people

in Kwong Tung should work in harmonious co-operation so as

to maintain good order, at the base. All trouble between

labour and capital should be submitted to peaceable

arbitration, and no outrage, violence or fighting should take place. Besides notifying other departments, this notification is issued, hoping that all labour organisations will carefully guide their members and advise them to give it due observance without negligence, so as to avoid

punishment.
